The easiest way to make a PDF is to design it in a program you’re familiar with (like a free word processor, desktop publishing application or photo editor), then export it in PDF format.
For PDF Files only first 10 pages are converted to text. So, if you have bulk of PDF files to be converted to text, then follow the process for every 10 pages, but not all at once.
For occasional use, Windows 10 now has native support for creating PDF files. The terminology (created by Adobe, I think) is that you “print” from any program; instead of being sent to a printer, the file is saved in the PDF format. If you look in your Printers folder, you’ll see “Microsoft Print To PDF” listed alongside your real printers.
There are many ways to convert a web page to a PDF (online services, bookmarklets, Print to PDF solutions, etc…). But none of these produce a searchable PDF. It seems like they all convert HTML into one gigantic image.
